Landon Enterprises of New York History

Landon Enterprises of New York (LENY) was formed in March 1999 by Windell Gray. The goal is to provide quality service, diversity, integrity and commitment to our clients and community. Prior to starting LENY the owner had six years of experience and over $143 million in construction management projects. Today Windell Gray has worked in the field of construction management for seven years and has worked on projects totaling over $338 million.

In 1994 Windell Gray had an opportunity to work on a joint venture with Christa Construction, E. Porter General Contractors and Turner Construction called Christa/Porter/Turner. The project was a $35 million dollar three-year, three-phase renovation project at Monroe Community Hospital Nursing Home in Rochester, New York. As part of Monroe County and Christa/Porter/Turner Affirmative Action a plan was set up that would take a minority in the community and train them in all aspect of construction management for three years while employing them as the Assistant Project Engineer / Affirmative Action Program Manager. During the three year period Turner Construction, Monroe County, The City of Rochester, and The Rochester Urban League sponsored a construction management training course for all Minority / Women Owned Business Enterprises in the county. The construction management class was a certified 21-hour course, which trained small businesses in how to operate a successful business. Windell Gray received a certificate in construction management and also assisted in coordinating the training.

In November 1999 the Monroe Community Hospital was completed and Windell worked along with a joint partnership Flaum /Christa / Kitchell (F/C/K) to obtain other projects. Windell conducted a presentation with F/C/K for the Construction Management project at Fishkill Correctional Facility for The New York State Office of General Services. F/C/K was awarded the job and NYS Office of General Services (NYS OGS) requested that Windell run the Affirmative Action Program for the NYS Office of Minority and Women-Owned Business Enterprises. The Construction project had two phases the $19 million Special Housing Unit and the $27 million Regional Medical Unit.

In March 1999 with the assistance of The NYS Office of Minority and Women Business Enterprises LENY was awarded it’s first contract with NYS OGS and Beltrone/Turner at the $180 million, 1,500 bed Seneca Correctional Facility in Romulus, New York as the Affirmative Action Monitor and Safety Coordinator managing the Safety Officer on site.

NYS OGS wanted to encourage the best personnel for the project in order to build a stronger relationship with the owner The New York State Department of Corrections. The New York State Office of General Services Minority and Women-Owned Business Enterprises Division assisted and encourage LENY to take on the project because of our experiences and success at the Fishkill Correctional Prison projects. The Seneca Project was the largest single project in NYS OGS history.

In November 1999 because of the success at the Seneca Correctional Facility LENY was awarded a contract with Beltrone/Turner for the $7.7 million Waste Water Treatment Plant in Romulus, New York. LENY was then able to hire its first employee to manage Affirmative Action and Safety monitoring on site.

In March 2000 Windell Gray was accepted to attend the OSHA 500 Occupational Safety & Health Standards for the Construction Industry from the OSHA Training Institute Educational Center sponsor by the United States Department of Labor.

This Certification allowed LENY to conduct safety training and certify workers in the OSHA 10 & 30 Hour and other safety construction related courses. LENY has conducted training for 82 workers since March 1999 to NYS OGS, Turner Construction and Beltrone Construction employees.

LENY has become a Member of The American Contract Compliance Association (ACCA) in October 1999. The ACCA is the first and only organization in the country to offer a Master Compliance Administrator (MCA) and a Certified Compliance Administrator (CCA) Certification, the most prestigious academic credentials specific to the discipline. Windell Gray will receive a Certified Compliance Administrator (CCA) from the ACCA in September 2000.

LENY has Minority Business Enterprises (MBE) Certifications with the following New York State agencies; New York State Empire State Development, New York State Dormitory Authority and New York State Department of Transportation (Pending review process).

LENY is presently a Construction Management service firm that offers: M/WBE & EEO Contract Compliance, Safety Consultation, Safety Monitoring, OSHA 10 & 30 Hour Certifications, Safety Training, Construction Management Staffing, Administrative Staffing and Diversity Training.

It is our goal to become a full service Construction Management Company and manage large projects.
